Hills Waste Solutions has submitted a planning application to Wiltshire Council for a new building at its Lower Compton Waste Management Facility.
The proposal is for a 3,023.8 square metre building which will enclose existing waste management operations currently carried out outdoors.
According to the planning statement submitted with the application, the area is currently used for the sorting and processing of waste, along with the storage of separated and mixed waste streams before they are removed from the site.
The proposed building will measure approximately 73 metres long by 41 metres wide, with a height of 10.5 metres to the eaves and 13.29 metres to the ridge.
It will be constructed using green plastic-coated steel cladding, similar to the existing building at the site. The plans also show rooflights and solar panels, along with roller shutter doors at either end of the building and a number of fire exits.
Hills says there will be no changes to the existing waste management operations, including the types or tonnages of waste handled.
There will also be no changes to the number of HGV movements associated with the operation or the existing access arrangements via the Lower Compton and Sands Farm link road.
The existing operating hours will remain unchanged, with the facility operating from 7am to 8pm Monday to Friday and 7am to 1pm on Saturdays, alongside additional arrangements for Saturdays, Sundays and bank holidays relating to waste received from household recycling centres.
Hills says enclosing the existing operation will help to contain the waste management activities and reduce the potential for dust, odour, noise, pests and litter.
The company also says the building will help keep waste materials and workers dry during poor weather.
The building will be constructed on an existing concrete surface. Rainwater from the roof will be collected for use in dust suppression or similar activities, while any liquid runoff from the building will be contained and managed if necessary.
External lighting will be used around the building for safety, with the planning statement saying lights will use warm white light sources and be designed to minimise upward light spill.
The application is accompanied by a Landscape and Visual Statement because of the site's proximity to the North Wessex Downs National Landscape. The assessment identifies potential views of the building from Lower Compton Road and a number of nearby footpaths, bridleways and a restricted byway.
The landscape assessment concludes that the proposed building would not have a notable adverse effect on the landscape or on views and visual amenity.
Hills also says the building will enclose an operation which already has permanent planning consent and that the proposal does not involve an increase in waste tonnage, changes to waste types, additional HGV movements or changes to operating hours.
The planning application was submitted to Wiltshire Council under reference PP-14886826 and will now be considered through the planning process.
